Navarro is the Deputy Principal Officer at the U.S. Consulate General in Shanghai.A member of the Foreign Service since 2009, Navarro most recently served as Senior Advisor to the Under Secretary of State for Political Affairs.  In addition to multiple Washington-based policy and crisis management positions, he has served in San Salvador, Canberra, Accra, Bangkok, and Suva.  Navarro is a Massachusetts Institute of Technology Seminar XXI Fellow and holds a Certificate in International Studies from MIT, an M.A. in International Affairs from Florida State University, and a B.A. in Political Science from Valdosta State University.
